Abstract

Malaysia has 88 Vocational Colleges. The main purpose of the establishment is to offer programs in the field of Technical and Vocational Education and Training (TVET). Changes after changes in the TVET education policy and system also imply that there will be diversity of behaviour among Vocational College leaders for the success of a perfect product. Indirectly, it will be a challenge to develop quality leadership style among Vocational College leaders. Thus, this article aims to explore issue-solving strategies in developing TVET leadership in urban and rural Vocational Colleges. In order to achieve the purpose of the study, a qualitative method was implemented by collecting data through face-to-face interviews among six Vocational College leaders. Data were analyzed using thematic analysis method. Through thematic analysis, the researcher provides codes for the selected data and then produces themes, diagrams and reports. The findings of the study report that the issue-solving strategy in developing TVET leadership for Vocational College leaders is as follows: (a) appointment of Vocational College leaders who have vision, mission and values, (b) clear leaders with the vision and mission of Vocational Colleges, (c) leaders change their vision and mission in line with changing environments, (d) criteria for the appointment of Vocational College leaders, (e) competence development of Vocational College leaders, (f) professional Vocational College leader leadership, (g) quality self-leadership, (h) leaders who have analytical skills, (i) leaders are concerned with the success of Vocational Colleges, and (j) improve incentives. Next, the research findings obtained are expected to be able to contribute to stakeholders, especially policy makers and Vocational College leaders through the best strategies for solving leadership issues for the purpose of success.
