Abstract

This study was conducted to assess the level of input appropriateness in the implementation of the English Strengthening Program (MBI) in rural primary school in Kelantan. It is important to conduct this study, so the program can be implemented parallel with the Treasury Bill's instructions. 2/2012 which is in effect in the Outcome Based Budget (OBB). This quantitative study involves the use of questionnaires using the Double Layer Rubrics instrument. The form was randomly distributed to rural primary school teachers involving 149 teachers as samples for this study. This study involves the use of descriptive analysis to see the level of appropriateness of the MBI program in rural low school in Kelantan. The findings show that the level of appropriateness of the MBI program in rural primary school in Kelantan is at moderate level. However, the MBI program is appropriate to be implemented in all schools, and even this result will be more encouraging if improvements can be made immediately as the MBI program will continue until 2025. Hence, it is important to implement evaluation of the program in order to meet the underlined outcome in the Malaysia Education Blueprint (PPPM 2013-2025).
