Abstract
Penulisan ini bertujuan untuk meneliti pengurusan Baitumal era pemerintahan Khalifah Umar bin Abdul Aziz. Penelitian ini penting memandangkan Khalifah Umar bin Abdul Aziz dikatakan telah melakukan revolusi sepanjang pemerintahannya. Berdasarkan analisis tekstual yang telah dilakukan terdapat lima faktor penentu kejayaan dalam pengurusan Baitumal pada zaman tersebut. Pertama, penciptaan iklim sihat untuk pertumbuhan ekonomi. Kedua, pemantapan dana Baitumal. Ketiga, merangsang dan merancakkan sektor perniagaan. Keempat, mencipta peraturan baharu untuk sektor pertanian. Kelima, penumpuan terhadap dana umum yang tersimpan dalam Baitumal. Keenam, berjimat dalam menggunakan perbendaharaan negara.
