In 1990, the Kelantan government under the leadership of Tok Guru Nik Aziz established Islam as the foundation of its administration under the slogan Membangun Bersama Islam (Developing with Islam, MBI). This principle became a key basis in determining the direction of governance, through the introduction of various Islamic development and public welfare programs. In line with adopting Islam as the governing framework, the state government made the Qur’an and al-Sunnah its primary sources of reference. In addressing contemporary issues, the government also applied the method of ijtihad. At the same time, the State Government adopted the concept of Maqasid al-Shariah as a benchmark to ensure that administrative activities and government programs did not contradict Islamic principles and were able to safeguard public interests. This paper presents an analysis of how Maqasid al-Shariah was applied in the administration of the Kelantan government and its role in preserving the integrity of Islam and promoting public welfare. To enrich the discussion, primary sources are drawn from the state government, supplemented by other supporting materials. It is hoped that this paper will contribute to scholarly research in the field of Maqasid al-Shariah and its application in the administrative sector.
